All vessels, except fishing vessel, can be registered with MSR. Vessel of above 17 years old is required to submit a special survey report on the condition of the vessel for evaluation before registering.

 Service summary
Special registration is a short term registration for the purpose of delivery of ships (all types, including fishing vessels, tankers, Ro/Ro passengers and etc in ballast condition and for general cargo,cargoes may be permitted) to new owner or for scrapping purpose and is valid for a maximum of 1 month, depending on the type of vessel and voyage.

A bareboat charter-in registration is for 2 years, which may be extended upon application, subjected to the approval of the registrar.
 
 bareboat charter-out

 Service summary
A vessel may be bareboat chartered-out and registered with another registry in the name of the bareboat charterer. The original registry has to be suspended during the charter period. Bareboat charter means the hiring of the vessel for a stipulated period which gives the charterer possession and control of the vessel, including the right to appoint the master and crew.

 Service summary
An applicant who is eligible in all other respects may be issued a Mongolian's COE, provided the seafarer is currently duly certificated by a foreign government whose certification system is in compliance with the STCW Convention, and is acceptable (IMO's black list) to the Administration.
